First - you can check out the CES website to see  if this is real.  You need 
to log in as a teacher/administrator. The  Teacher Resource page pops up and 
then under "Curriculum and Materials" you can  select the Spurious Materials 
link.  Then select "Spurious Materials in  Circulation."
 
Second - no it is not real.
