Church policy concerning Church-owned media is basically this: unless 
specifically stated otherwise in the media credits, you can make a copy 
for personal or Church-related use.

Dozens of programs exist for converting WMV or MPEG files to DVD, but if 
you have a projector for your computer, it's simpler.  If you need a 
DVD, check out "DVD Authoring" on Wikipedia, it has a list of free 
software tools.
