[Teachldsseminary] Missionary quote

I am looking for a quote about women serving missions. I can't remember who said it, but it wasn't President Hinckley. It was stated in the priesthood session of general conference, I think from April 1996 or 1997.  I thought I had saved it, but can't find it. If anyone can help me out, I would greatly appreciate it!!
