I had this same situation a couple of years ago. One of my students picked
up an only member inactive boy. They were usually late, and I didn't want to
ask whose fault it was. The picking up student's mother said he left home
on time, but he was sometimes late when he knew the other boy was out of town.
I just tried to always let them know I was happy to have them there late
rather than not at all, although I would prefer on time, and let the tardy
issue slide because the inactive boy was at least coming, and his mother wouldn't
have gotten him there. I didn't feel it was the ideal way to deal with it
at the time, but couldn't see another way. The driving boy is now working on
his mission papers, by the way!

The other 2 students might not come if this young man did not pick them up.
Last year, I did not count his brother tardy unless they said it was the
brother who caused them to be late. I don't really want to start counting
everyone late just because they ride with the Senior, but I don't want to enable
the boy to be late all the time.
