Our area has a $50 stipend from the Stake to use for supplies,etc. I always go way over this amount, but it does help to have this small amount each year. My branch is always good to help out with things, the money comes from the YMYW budget, as they count some of my things under their activities. Ask your area CES if there are any funds available to Seminary.

  For any printed stuff -  I have a boss that lets me pretty much print/create 
  what I like at the office.  Anything else I make at home or shop at the 
  dollar store for - or buy in bulk.  I have not as yet submitted any receipts 
  for anything, but I could if I needed to.  I don't have weekly snacks, but 
  usually have a treat box for birthdays and special rewards that I try to 
  keep stocked.  Otherwise I usually have a snack or treat for a special 
  occasion and then I usually  make them at home.  Yes, it costs some money, 
  but so far it hasn't been too bad.  I'm at a stage in my life right now 
  where we have extra money to spend on things, so I'm luck that way.
