It sounds to me like the letter from Salt Lake means that Aaronic
Priesthood 
lines of authority are not recorded by the church.  I don't  think the
letter 
means to imply that Aaronic Priesthood holders cannot keep  track of their 
own lines of authority.  I have always found it instructive  for young men
to be 
attentive to their priesthood lineage so that they can  understand how 
important it is to have proper authority.
