I don't know about the letter, but in his book "Your Study of the Doctrine
and Covenants Made Easier" Volume 2, page 234, David J Ridges (a CES
curriculum writer) writes this: "The question often comes up concerning
verse 112, above, as to whether it is possible, after the final Judgment
Day, to eventually progress from one degree of glory to another. At the
time this book went to press, the instruction from the First Presidency and
the Quorum of the Twelve Apostles to curriculum writers for the Church was
that we do not have sufficient information from the Lord at this point to
answer that question either yes or no."
By the way, this series of books is amazing. I have learned so much from
his insight and notes that explain, almost verse-by-verse, principles and
doctrines in the D&C.
For what that is worth.

a definite doctrine on the point of progression from one kingdom to another
after the resurrection. Some of the brethren have held the view that it was
possible in the course of progression to advance from one glory to another,
invoking the principle of eternal progression; others of the brethren have
taken an opposite view. But, as stated, the Church has never announced a
definite doctrine on this point.
