The potential for more than one wife existed.  

In talking about the laws Exodus 21:10 "If he take him another wife, her
raiment, and her duty [rights] of marriage, shall be not diminish"   

There was a time when Aaron and Miriam complained against Moses because
of another wife. Numbers 12:1 "And Miriam and Aaron spake angainst Moses
because of the Ethiopian woman whom he had married: for he had married an
Ethiopian woman"  

If you have the Old Testament Student Manuel on page 201 it states,
"According to Josephus, when Moses was a general of the Egyptian army in
the attack against the Ethiopians, he married an Ethiopian woman as a
political alliance to end the war (see Josephus Flavius Josephus
Antiquities, bk. 2, chap. 10, par. 1)"
