Teaching Emphasis for the Church Educational System
The CES objective indicates that Church education has a significant responsibility in strengthening the youth of the Church and inviting them to come unto Christ. Preparing students for missionary service and temple ordinances has always been a focus in Church education.
By implementing the following emphases and adjustments, CES will more directly prepare young people for effective missionary service, to receive the ordinances of the temple, and to exemplify and teach gospel principles throughout their lives. This will also help deepen their faith, testimony, and conversion.
. We are to learn and teach by the Spirit. We are to encourage students to learn and teach by the Spirit.
. We are to emphasize more strongly the importance of reading the scripture text for each scripture course of study. We are to help students develop a habit of daily scripture study.
. We are to help students understand the scriptures and the words of the prophets, identify and understand the doctrines and principles found therein, and apply them in their lives in ways that lead to personal conversion.
. We are to help students learn to explain, share, and testify of the doctrines and principles of the restored gospel. We are to give them opportunities to do so with each other in class. We are to encourage them to do so outside of class with family and others.
. We are to emphasize the mastery of key scriptural passages and help students understand and explain the doctrines and principles contained in those passages.
In seminary this means we will emphasize scripture mastery so that students better understand the doctrines and principles in the one hundred scripture mastery passages and are encouraged to memorize those passages.
In institute this means we will build upon the foundation of the one hundred scripture mastery passages and foster a depth of understanding of other key passages of scripture, with encouragement to memorize such passages.
. CES will develop a principle and doctrine competency expectation for each course of study.
This will include such things as a clear understanding of the plan of salvation, the Atonement of Jesus Christ, the Apostasy and Restoration, and the unique position of the restored Church as the only true and living church upon the face of the earth.

Doctrine and Covenants Doctrine and Principle Competency List
Introduction
The Doctrine and Covenants Doctrine and Principle Competency List outlines the competency expectations for the Doctrine and Covenants and Church History course of study, as mentioned in the teaching emphasis. This list is not intended to be exhaustive. You will teach many other doctrines and principles that are also important for students to understand and apply. The number of items on the list was kept to a minimum to allow students to develop true competency.
The purpose of the list is to increase awareness of key doctrines and principles, which will build the competency of both teachers and students. Competency means that students feel confident in their understanding of these doctrines and principles, that they can comfortably explain them to others, and that they understand how to apply them in their lives.
Following are some ideas to remember as you use the list of doctrines and principles this year:
. You may want to make notations in the teacher manual in lessons that refer to doctrines or principles on the list to remind you to plan activities that encourage student competency.
. The competency expectation should not be seen as a separate program.
. You can achieve competency as you implement the teaching emphasis, focusing on the doctrines and principles listed.
. Try to emphasize each of these doctrines and principles when you encounter them in the scriptures throughout the course. This will allow the students' competency to grow incrementally.
. The scripture references provided are not the only ones you can use to teach these doctrines and principles throughout the year.
. Some of the doctrines and principles on this list are taken from Doctrine and Covenants scripture mastery passages.
. A similar list exists for each course of study. This will make a more complete list because each standard work emphasizes some doctrines and principles more fully than others.
. Some of the doctrines and principles on the subsequent lists will be new, while others will repeat doctrines and principles on previous lists.
It might be useful for students to have a framework in which to learn and become competent with these doctrines and principles. One possibility is for students to learn and explain them in the context of the plan of salvation. President Boyd K. Packer said: "Providing your students with a collection of unrelated truths will hurt as much as it helps. Provide a basic feeling for the whole plan, even with just a few details, and it will help them ever so much more" (The Great Plan of Happiness [address to religious educators at a symposium on the Doctrine and Covenants/Church History, Brigham Young University, Aug. 10, 1993], 3).
As the school year progresses, we encourage you to share your feedback about the list, the number of items on it, and how best to develop the desired competency in our students. It is our hope that students' testimonies will grow as they learn and live according to these doctrines and teach them to each other.
Doctrine and Covenants Doctrine and Principle Competency List
1. In the premortal world we received our first lessons to prepare us for earth life (see D&C 138:55-56).
2. For our agency to function, it is necessary that Satan be allowed to tempt us (see D&C 29:39-40).
3. The Savior suffered during the Atonement so that we might not suffer if we would repent (see D&C 19:16-19).
4. Through the Atonement of Jesus Christ, and by obedience to the principles of the gospel, mankind may be saved (see D&C 138:2-4; see also Articles of Faith 1:3).
5. Little children are redeemed through the Atonement of Jesus Christ and cannot sin until they become accountable (see D&C 29:46-47; 74:7).
6. We receive revelation as God speaks to our mind and heart by the Holy Ghost (see D&C 8:2-3; 9:8-9).
7. Praying always can help us conquer Satan and escape those who serve him (see D&C 10:5; 31:12).
8. We can repent and receive forgiveness by confessing and forsaking our sins (see D&C 58:42-43).
9. We are required to forgive one another (see D&C 64:9-10).
10. We are commanded to learn and teach the gospel by the Spirit (see D&C 50:13-22; see also D&C 42:12-14).
11. If we enter into and keep holy covenants, we will receive eternal life, which is God's greatest gift (see D&C 66:2; see also D&C 14:7).
12. We can help keep ourselves unspotted from the world when we take the sacrament and keep the Sabbath holy (see D&C 59:9-10).
13. We cannot be made perfect without our ancestors, nor can they be made perfect without accepting the ordinances performed in the temple (see D&C 128:15).
14. In order to be exalted, we must enter into celestial marriage (see D&C 131:1-3; 132:16-17).
15. Priesthood power can only be handled through righteousness (see D&C 121:36).
16. The Lord sent ancient prophets to restore essential priesthood keys through the Prophet Joseph Smith (see D&C 13; 27:5-14; 110:11-16).
17. The Church of Jesus Christ of Latter-day Saints is the only true and living church on the earth (see D&C 1:30; 20:1; 115:4).
18. The Father and the Son have bodies of flesh and bone (see D&C 130:22; see also JS-H 1:16-19).
19. We are promised spiritual and physical blessings if we obey the Word of Wisdom (see D&C 89:18-21).
20. The gospel is preached in the spirit world "among those who are in darkness and under the bondage ofsin"(seeD&C 138:57).
21. During the Millennium, God's children will enjoy a world without temptation, sin, or sorrow (see D&C 43:29-32; see also D&C 29:11; 45:58-59; 101:27-31).
22. The kingdom of glory we receive is determined by how well we abide the laws of God (see D&C 88:21-24, 32; see also D&C 76:50-88).
