[Teachldsseminary] QUESTION: State Vanity Plates for SM's

I have a question on how to make the vanity state license plates?  I  know 
Brother Alford has them in his Seminary Resource book, and now Brother  Rowley's 
wonderful download. (By the way, I have Windows and it took just a  couple of 
minutes and it was there.  Didn't have to fiddle with it or  anything.)  
 
I was just curious how to make them.  I would love to make some for  our 
state for my class as a SM game.
 
Any help or enlightenment would be ever so wonderful.
