I do not know if this the quote, but it the one that I identify with (it is
on a BYU site:

(page 98 and 99)  Tne entire boo "Key to Theology" contain other great
quotes about the Holy Ghost.  His brother Orson Pratt also wrote a lot about
the Holy Ghost.
