Here's my explanation I would use explain to my students:

D&C 98  was given when the Saints were being heavily persecuted in Missouri 
just before Zion's camp.  The saints had lost property, supplies and some 
their lives.  It is given more as a people and not personal laws.  This 
section 98 goes into the laws of retaliation, war & defense and then 
forgiving enemies of the church.

V. 44 should be read in that different context.  If you look up a couple of 
verses to 40, we are still told to forgive 70 x 7.  In fact from v. 39-45, 
the word forgive is all over those verses.

However, these verses are talking about someone or a group who is not 
repentant but keeps dishing out the bad behavior.  In other words, we don't 
have to keep taking it, but turn it over to the Lord and have him handle the 
unrepentant person, and then if you go to v. 45 - if he has a change of 
heart, we forgive with all of our hearts. If not, again in v. 44-45, this 
will become a testimony against them and the Lord will take care of them.

This morning in class we were going over D&C 64:9-11 as this week's 
scripture mastery verse...we were discussing the doctrine, ie how we must 
forgive everyone, no matter what the offense...a girl then asked about 
something she had read the night before...it was D&C 98:44 where it says "if 
he trespass against thee the fourth time thou shalt not forgive him..."   Of 
course I couldn't explain it on the spot, told her I would look into it, and 
now I can't find anything in any of my Seminary resources...so I'm looking 
to my fellow "cyber-space" teachers to give me a direction to look 
into...and, as luck would have it, this girl is my daughter so I know she 
won't let me forget about it!!
