[Teachldsseminary] question - "the proclamation to the World"

I remember watching a news conference where the first presidency were being interviewed at the time that the family proclamation, a proclamation to the world, was realeased.  As far as I could see it was announced to everyone so that all people would know what the church's stand on families was.
