[Teachldsseminary] question - "the proclamation to the World"

I sent another email regarding this question but don't know if it got through so sorry if it did but here goes again.  My students asked about the proclamation, as to wheather it was released to the public or just distributed to the church.  I couldn't answer them and was wondering if anyone knows the history of the proclamation.  If so I would love to hear of it for I don't like not being able to answer my students questions.
